Ambassador of Canada to Vietnam, BCCIE/DFATD Speaker Series
Introduction
BCCIE is pleased to invite our International Education sector to join Canada’s Ambassador to Vietnam, Mr. David Devine for a presentation and roundtable discussion on opportunities for education promotion and collaboration in Vietnam.
Vietnam is a priority market within Canada’s International Education Strategy (IES). Vietnam has over 20 million citizens between the ages of 12 and 24, many of whom are looking for quality education opportunities. In 2013, over 1,200 Vietnamese students received Canadian study permits, which represented a doubling of permits since 2009. This was the largest number of study permits issued to any ASEAN country. In 2013, there were almost 4,000 Vietnamese students in Canada and it is estimated that they contributed over $126 million dollars to the Canadian economy.
Opportunities exist for student recruitment at all levels of education, for additional cooperative program delivery in Vietnam by Canadian institutions, as well as a growing interest in corporate training in all sectors of the economy.
Attendees will come away from this roundtable with the following:
- Increased knowledge pertaining to the growing and evolving opportunities of the international student recruitment landscape in Vietnam
- Up to date information related to the diverse education sectors in Vietnam and how they may be better engaged within your institution’s marketing initiatives
- Strategic intelligence and data from ASEAN’s largest source of international students
Presenter: Mr. David Devine, Canada’s Ambassador to Vietnam
Mr. David Devine presented his credentials and officially became the Ambassador Extraordinary and Plenipotentiary of Canada to Vietnam on October 15, 2013. Before assuming office in Vietnam, Mr. Devine served as Canada’s High Commissioner in Guyana, Ambassador to Suriname and Canadian Representative to the Caribbean Community.
Mr. Devine obtained a Bachelor Degree in Political Science from Memorial University in 1985 and an Executive MBA from Concordia University in 1988. He joined the Department of Manpower and Immigration in 1975 as a Project Analyst. After working three years in the private sector, he returned to the public service in 1981 to join Supply and Services Canada as an Operations Analyst. He became Chief of Research and Analysis in 1985 and later Manager of International, Cabinet and Parliamentary Affairs.
In 1989, he transferred to External Affairs and International Trade Canada to work with the Free Trade Agreement Management Branch and the Tariff and Market Access Division specializing in international trade matters, and was part of Canada's team of trade negotiators for the North American Free Trade Agreement (NAFTA) and the Uruguay Round of the World Trade Organization (WTO). He has also led Canadian delegations conducting bilateral investment treaties negotiations worldwide.
Mr. Devine’s previous assignments include Director of the Softwood Lumber Division; Director of the Trade Consultations and Liaison Division and as Senior Trade; Commissioner and Investment and Innovation Counsellor at the Canadian Embassy in Tokyo, Japan.
This is a non-paid BCCIE event open to all BC public and independent K-12 schools, and public and private EQA-designated post-secondary institutions and language schools.
